ESSENTIAL DUTIES: * Supports requirements development, market research, acquisition planning, cost estimating, price analysis, technical evaluation criteria, acquisition and financial management, and administration. * Perform extensive financial modeling, including scenario and sensitivity analysis; development of sources and uses. * Building, maintaining, and analyzing schedules, budgets, and progress reports related to the planning, award, and execution of assigned contracts. * Plan and support Market Surveys, develop Screening Information Requests (SIRs), major contract modifications, and develop Evaluation Plans. * Plan and support proposal evaluations and negotiations. * Provide Program Management support for the development of schedules, documentation, plans, analysis, briefings, and reports to support program execution, planning and reporting. * Develop transition plans for completed acquisitions. * May be required to support the preparation, organization, and maintenance of acquisition records and files documenting performance and compliance * Meet or exceed targeted billing hours (utilization). * Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.

  • BA/BS degree in either accounting, law, business, finance, economics, quantitative methods, or organization and management plus an advanced degree or certification.
  • 7 years of relevant experience in conducting acquisition and acquisition support activities.
  • Possess knowledge of a wide range of contracting procedures, methods, contract types, and price/cost analysis.
  • Experience working for the federal government highly desired.
  • Have the ability to present factual information; compose memoranda, minutes and reports; and, draft contract provisions and supporting.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct detailed research and analysis of technical and cost data.
  • Ability to assess qualitative and quantitative characteristics of properties and/or investments.
  • Ability to read and interpret procurement policy, regulations, and directives.
  • Ability to provide clear technical direction and guidance to all program offices.
  • Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
  • Self-motivated leader with forward-thinking visionary and entrepreneurial thinking to lead the change.

  • U.S. citizenship may be required. Ability to work in the United States indefinitely required.
