POSITION SUMMARY: This position is responsible for independently supporting, as well as leading/facilitating teams and work groups, in the creation of business requirements and systems design documentation for mid to large scale projects. This position serves as a subject matter expert when analyzing and documenting business requirements, as well as oversight and project management of the design, testing, implementation, maintenance and enhancement of Citizens systems. The Senior Business Analyst provides guidance and mentoring to Business Analysts and other departmental staff.

Models ethical behavior and executes job responsibilities in accordance with Citizens core values and ethics policies.
Leads discovery meetings with clients and business unit representatives and gathers documentation related to business processes, functional and non-functional requirements and workflows for medium to large scale projects.
Acts as liaison between technical, design and production teams throughout project life cycle, including preparing detailed business requirements documentation and assisting in and/or coordinating the design, testing, implementation, maintenance and enhancement of departmental/division systems.
Collaborates with Information Technology personnel and/or Project Manager, as well as Operations management, to develop project action plans/timelines including potential systems projects.
Uses a standard project management process, initiates, tracks, assesses and reports out on the progress of projects and initiatives.
Assists in the development and establishment of policies, procedures, practices and methods for departmental processing using new and/or existing systems.
Develops and analyzes data and key performance indicators (KPIs) for organization; including but not limited to, transaction volume, staffing, financial, and other measures.
Creates and executes test plans, as well as coordinates and leads teams performing user acceptance testing of systems.
Provides subject matter expertise in the development and implementation of system enhancements and production fixes, including communicating advance notification of issues and status updates to business areas.
Analyzes manual processes and/or systems processes that can be improved, including partnering with Process Improvement Analysts to assess and address opportunity areas.
Researches, evaluates and recommends business solutions that may include software procurement, internal application development, and changes to the scope of vendor services (including quality audits).
Participates in development of corporate practices and standards related to project management, business requirements and systems design methodologies.
Provides technical support and training, including development of processing documentation, to departmental users.
Provides mentoring and guidance to Business Analysts and Business Operations Specialists, as needed.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of information technology and systems development methodologies, including understanding how technology can be leveraged to positively impact business processes.
Advanced interpersonal skills, including oral, written, facilitation, mediation, collaboration and presentation, as well as the ability to communicate effectively with individuals at all levels of the organization.
Intermediate to advanced project management skills with proven ability to work within and facilitate cross-functional teams and work groups.
Ability to assess client needs and translate into formal business requirements documentation.
Ability to perform and interpret statistical data analysis, including preparation of cost benefit analysis, feasibility studies and business modeling.
Ability to establish attainable goals, objectives, and work plans.
Advanced proficiency in MS Office Suite, including Word, Excel, PowerPoint, Project, and Visio.
Ability to remain flexible and balance multiple priorities while meeting deadlines within a fast-paced, changing environment.
Ability to organize material, analyze a wide variety of facts and develop appropriate recommendations.
Ability to work and produce results in a team-based environment, as well as independently and with little to no supervision.
Ability to present material to large groups and Executive audiences.
Ability to work independently with little to no guidance.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor’s degree in information technology or relevant field OR equivalent combination of four years of education and work experience relevant to this position.
Five years of relevant, combined work experience related to business analytics, project management and/or development of business requirements for systems design and production maintenance.
Experience in performing and/or coordinating quality assurance systems testing, such as user acceptance testing.
Experience in providing leadership within a fast paced, team environment.
Post secondary education in information technology related field.
Six or more years of business analysis experience.
Five or more years of project management experience.
Experience working with user acceptance testing.
Property and casualty insurance experience.
Three or more years Experience working with Citizens systems including policy, claims, billing, data warehouse, or other systems.
Experience in facilitating the design and maintenance of web-based and self-service applications.
- This position requires the ability to sit for long periods of time, hear and converse over the telephone, and key frequently on a computer (2 or more hours per day). Position also requires occasional overnight travel.
